To create a new user you will first need to log in and then go to Settings > Manage Users > Users.
This will then take you to the page below, showing you all existing users on your store.

To Create a new user, click 'create user' on the top left.

This new page will allow you to create the username and set that user's password. As well as this, you will need to pick the permissions that the user will have on the site. This can be done through the roles field (more information on roles can be found in Managing Users) or by simply clicking on the permissions from the list.
This page also allows you to give the user a Cost Centre to use, simply click on the field and select the cost centre.
